comments from WCAG WG on Touch with AT and possible generalisation

I was skimming over the minutes from yesterday's WCAG WG call
https://www.w3.org/2016/08/30-wai-wcag-minutes.html and noting the
concerns in topic 4 about Touch with AT being perhaps too tech-specific.

As I was also proposing a "Keyboard with AT" SC (concerned with AT that
remap keystrokes), maybe we should consider merging these two SCs into a
general "Input remapped by AT" type SC? The techniques will then be more
tech-specific, but the general high-level concept will be the same: some
AT will remap the normal input mechanisms (AT grabbing specific
keystrokes, or intercepting specific touchscreen gestures, etc), and
that authors need to account for that (by sticking with input-agnostic
event listeners, for instance).

Thoughts?
