Changes to the Appendix A of the Mobile Accessibility Note

FYI:  A lot of input came in this week by people who have been looking 
at the editor's draft and from people who had heard that the FPWD is 
coming soon. Most of the input can wait for the public comment period, 
but several comments concerning Appendix A (WCAG Techniques that Apply 
to Mobile) were urgent and have to be incorporated before we publish to 
prevent long-term problems.

1) The Appendix A will be published in the WAI website instead of the 
W3C TR website. TR pages cannot change, by strict W3C policy. 
Publishing it with a w3.org/WAI URI allows us to update the page in the 
future as new Techniques  are identified or approved by WCAG. When the 
new WCAG Quickref tool is complete, it will be able to do the filtering 
by a mobile category, so we will not need to keep a static list up to 
date. There was strong concern that if we published it with a TR URI, 
then for years to come, it will appear on search engine results long 
after it is out of date.

2) Appendix A will use the styling of a WAI page, so that it is not 
mistaken for the WCAG Quickref.  I have started this process, but CSS 
code suggestions are welcome.

3) The Introduction for Appendix A has been changed to highlight and 
clarify the temporary nature of the material, and to point people who 
land directly on the Appendix page to the rest of the material that we 
have worked on.
