Sorry.

Allowed anywhere. I don't have strong feelings on whether start-tag
syntax should be enforced (e.g. PHP doesn't adhere to it) but overall I
think if they don't go in the data model then their syntax isn't too
important.

If people want them in the data model they can use elements.
