UA test case review

http://www.w3.org/2008/WebVideo/Fragments/TC/ua-test-cases

TC0002-UA, TC0003-UA: I think UAs should just ignore this, requesting the
whole resource

TC0007-UA, TC0008-UA: Not sure what these mean, what formats support a
start time != 0 ?

TC0009-UA, TC0010-UA: "no request" makes no sense, the UA doesn't know the
duration without making a request.

TC0012-UA: t=3, is not a valid production of the npttimedef production,
must be treated like t=foobar

TC0027-UA through TC0034-UA: all of these must be ignored, UA should
proceed as if no fragment was used at all, playing the entire resource.

TC0044-UA: is not a valid production, must be ignored

TC0051-UA through TC0054-UA: Good!

TC0055-UA: must cause the last instance to be used, in other words
"Playback from 7 seconds to the end"
