We are indeed not targeting XML content, but media. Furthermore, sort of 
media fragments was already implemented by some popular media sharing 
platforms such as YouTube, Dailymotion, etc. (see 
http://www.w3.org/2008/WebVideo/Fragments/wiki/Existing_Technologies_Survey) 
and the group had for mission to be as close as possible to these 
existing implementations, thus the syntax we have adopted.

We will clarify this point.

Yves questioned whether it should be the role of CSS to provide the 
interpretation of such a URI: 
http://www.example.com/multiresimage#xywh=10,20,30,40. That is also why 
I think it should be discussed in the HCG forum, since it obviously 
crosses several WGs.
