new TimedText WD

Hiall,

I wanted to briefly point out that the TimedText working group has
also recently published a WD at http://www.w3.org/TR/ttaf1-dfxp/ which
may be interesting to us. In particular if a DFXP file is multiplexed
with a media file, it provides addressable segments through the xml:id
attribute of the paragraphs, which can be used for "named fragments".
