well, from some kind of strict grammar-parsing point of view it is equivalent.

But I fear we'd end up spending a lot of time telling people that they
need to put an empty comma at the end of a url.

It's not grammatically incorrect, but I have two usability concerns:
firstly that it feels incomplete,
