If the user selects a single window this should not enable an application to capture audio for the entire system. You *know* that there are applications that would abuse that loophole if it were available (e.g. to find users downloading unauthorized music). There is probably some role for consent there, but I agree that this should be as narrow as the selection. To vary from that would require some exceptional consent, in an area that is already a minefield.
