Dominique suggested that the process be that people bring proposals to
this group, and Tim Berners-Lee has complete and exclusive control over
this group. He also suggested the W3C Process be used. The same applies.
That is not the only and probably not the best way to characterise his
proposal, but in contrast to "IETF review" it seems fair enough.
