I understand #4. I don't understand what #2 would accomplish - we're not talking terminology here, we're talking observable events. (And we should probably settle on terminology that equates to HTML "top level browsing context", but that's another issue.) I don't understand #3. Would it mean "you have no idea whether pre-grant deviceIds will be persisted or not"? If that's what it means, I could live with it, but it seems odd. #1 needs to be accompanied by a CL that modifies the statement found to be consistent with what we did in July (giving us #1.5). I think I'd prefer that. Of the links provided, [3] appears irrelevant (different problem).
