[ACTION-443] Draft api test suite document

Dear all,

as an input for the next telephone conference, Werner and i would like to propose a revised summary of a possible test suite based on the discussions we had the last weeks. You can find the summary in [1].

It would be very nice, if we could have an agreement on this or to have extensions as soon as possible in order to move on. Related my personal schedule, it is possible for me to elaborate intensively on this things until the end of the year. After that, time is getting more and more limited due to the end of my current project and switching to a new one.

I would propose the following work plan:

Next week (21.11. - 25.11.):
 - having a decision on the structure of the test suite (crucial)
 - i will come up with initial JSON versions of the test data

28.11. - 02.12.:
 - Review phase for the JSON test data files
 - setting up the offline/prose version of the test suite

05.12 - 09.12.:
 - Integration of test files into automatic test suite
 - setting up Web service implementation

12.12. - 16.12.:
 - testing implementations and completing the implementation report.

I think the time schedule is very tight, but we have to stick to it in order to finish things before xmas break. Otherwise we will not be able to have a stable test suite until end of January.

Regarding the implementation: Thomas and me will set up a Web service implementation in early December. The main intention is to utilize their Linked Data Framework to store the metadata test files, which are not considered in the other implementations. I have also pinged Erik, if he could help us here.
