Last call Comment Tracker tools for API and for Ontology

I will be tracking LC comments in the "public-media-annotation@w3.org" 
mailing list, and fill in the DB tool with these comments.

Basically here is the process.
When I collect a Last Call comment
1- The Chair assigns each comment to a WG Participant.
2- the MAWG discuss the comment and a proposal
3- The WG Participant fills the  fields with a proposal
4- Any WG Participant may add proposal, remarks, statement, to help the 
editor of the response drafting a response.
5- the MAWG discuss the proposal and agrees on a resolution
6- the WG participant assigned the response to comment (the editor) must 
make sure the necessary edits in the CR spec version are done
7- The staff contact sends the responses with the tracker to the commenter.
8a- When the commenter has sent a mail approving the WG response, the 
staff contact updates the comment to "Commenter approved disposition"
8b- When the commenter has sent a mail rejecting the WG response, the 
staff contact updates the comment to "Commenter objected to disposition"
When a resolution is rejected by a commenter, the WG should attempt to 
satisfy the reviewer. In order to do so, the WG should discuss solutions 
on the public mailing list.

Finally the Team contact generates the Disposition of comments document
