Intro and glossary published as WG Notes

The Working Group Notes for the introduction to model-based UI design 
and the associated glossary have now been published by W3C. I've added a 
news item to the working group page.

The Working Group will be officially close in the near future, and I 
will then update the MBUI WG page to point people at the Ubiquitous

Note that Fabio kindly agreed to be a co-chair, and that we are still 
looking for another co-chair who can represent industry and commercial 
web developers.
