As far as I remember, we decided to remove all references.
Given the very short list now, I am in favor of removing all of them.

Is your question about definitions or about methodology? The  
definitions of context of use and target are fine with me.

I would have removed the User entry so that to limit the glossary to

In this W3C context, I would in favor of using the W3C definition.
