Done,

I moved all the mathml-core issues except one (on the name) that I 
closed and one about the specific markup in that draft which I left,
all the others are moved to the mathml repo tagged core

I also put an issue template on mathml-core saying to only use it for 
issues with the text of the specification and technical issues should be 
posted to mathml-refresh/mathml labelled core if appropriate.
