Do we need a WCAG 2.2 SC for high contrast related issues?

There are some Windows high contrast mode issues  that I'm not sure where how they fit into current WCAG criteria/testing.  Can these be tackled for 2.2 or is this a silver issue?

Examples

  *   Page has blue background, input field has a white background.  The input field has border width of 0.  Turn on high contrast mode in Windows and background of input and page by default go to black.  The input field has no border now and can be seen.  Previously the border was seen because the background of the input and background of the page were different.
  *   Field uses different background color for visual indication of focus and without High contrast mode has sufficient contrast.  Outline is set to none or width 0.   In high contrast mode there is no visual indication of focus because background colors go away and outline is 0 or none.

I may create github issue to ask about these in relationship to current WCAG 2.1.
