Sorry I’m dipping in and out infrequently, big project just finished and I’m now (supposed to be) on holiday.

Could you help me understand whether the fluent range varies by person?
I.e. would my range be smaller than yours, or is it a relative measure?

I still don’t think it is desirable require all text to increase by 400% of the starting point (big headings etc.)

However, to approach it the other way: What about a minimum default size?
One that applies as zoom increases.

If there is a minimum size of 12px (for example), the minimum size at 400% would be equivalent to 48px. That would allow sites to reduce the size of large headings as the zoom increases, but not body text.

It would be an interesting one to get past the lawyers, but I think it would be of benefit to many people.
