on hover understanding doc feedback

Hi Jim and All,



I was tasked with reviewing the understanding doc for on hover or focus<https://rawgit.com/w3c/wcag21/master/understanding/21/content-on-hover-or-focus.html>.



It does not speak to transparent pointers.

Question: Should there be an exception for them?



It includes the statement, “Position the additional content so that it does not obscure any of the trigger with the exception of purely decorative content, such as whitespace or a background graphic which provides no information.”

Question: Why would there be a trigger at all for purely decorative content, whitespace, or a background graphic? (If, by this question, I am indicating a lack of understanding, then perhaps I will not be the only one who misunderstands.)



Overall, the doc is logical and clear. I think it will significantly help developers; and that the example images will help even lay people understand the criterion. Kudos.
