As a non-interactive item, I think a non-decorative image without a role of image could be failed under 1.3.1, if there was a technique and/or failure for it.

We could do an alternative version of this:
https://www.w3.org/WAI/tutorials/images/informative/#images-used-to-label-other-information 

But with an icon-font used to provide the image.

I’d also like to bring it to the group, but perhaps get a little further with creating it first, working through the potential cases.
