personalization SC relevancy to LV

Hi All,

Jim asked me to help with reviewing the Cognitive Accessibility Task Force's SC on Personalization<https://rawgit.com/w3c/coga/master/extension/support-personalization.html> to see how LV issues can be integrated. The SC is based upon the personalization issue paper<https://rawgit.com/w3c/coga/master/issue-papers/personalization-preferences.html>.

In my opinion, the points most relevant to the LVTF are below. My next step will be to suggest direct integrations with the LVTF SC. Please let me know if you think I have omitted anything significant, or if you believe I am wrong in any significant way. If there are no objections by our next meeting, I will proceed. Thank you.

*      author settable properties of regions and elements that are programmatically determinable so personalization is available

o  (Author settable properties include: types of distraction, help, transaction, and reminders; and instructions and status of an element.)

>From the personalization issue paper<https://rawgit.com/w3c/coga/master/issue-papers/personalization-preferences.html>, personalization includes:

*      enabling users to optimize their interactions according to their personal preferences or accessibility requirements

*      user preferences are settings that identify the specifics needs of the individual user

o  (To be effective, user preferences should be standardized such that multiple applications can tailor their content to the user needs without each requiring the user to specify preferences.)
