ckan lodcloud: "use one of" topic tag?

geographic, publications, crossdomain, lifesciences,
usergeneratedcontent, ecommerce, schemata.

( [1] also says "one of" )

Does this mean that a lodcloud dataset should have one _and_only_one_
topic tag? Or are more acceptable?
How do you decide the "primary" tag if multiple are given?
