Intent to close ISSUE-223

After a marathon telecon [1] we have finally been able to resolve ISSUE-223
[2]. The decision made was that values of @base can be relative IRIs as well
and not just absolute IRIs. The base member of JsonLdOptions has no default
value anymore but has to be set explicitly in which case it overrides the
document's URL.

I've updated both the syntax and the API spec and will therefore proceed and
close ISSUE-223 in 24 hours unless I hear objections.
