Just so we're clear, do you understand that the same would apply to this 
new URI scheme? A label that is a URI that is prefixed with 
"tag:w3.org,2013:dsid:" does not have to be preserved between 
(de)serializations either -- it can be rewritten with an entirely new 
suffix. That isn't going away ... that behavior is just now bleeding 
into the URI space. I would expect that existing systems would need to 
take this special behavior into account.
