Nandana, I think Roger is asking whether or not 4.2.4.3, as a specific 
example, should repeat the general requirement imposed in 4.2.1.6.

Typically. we try to levy any given normative requirement at a single 
point in the spec, and link to it from other places where it applies and 
where (as editors) we thought it would be helpful.  We do that so that if 
(when?) the details of the requirement changes, it's easier to guarantee 
all the places (one, generally) are updated consistently.  It's a happy 
consequence too that if the original requirement is many characters, the 
references (by avoiding full-on restatements) are shorter.
We could add a link from 4.2.4.3 to 4.2.1.6 in the spec, perhaps that 
would address Roger's comment.  (just to be clear) I won't do so unless 
someone specifically requests it, since it is different from Roger's 
original question's implication.
