IETF draft submission is currently disabled because of IETF 87. draft
submission will be re-enabled july 29, so that's the current target date
to submit the initial draft.

pre-draft text lives. feel free to fork/pull and/or comment, ideally
before july 29, so that we can submit an initial draft that is already
pretty solid.
