Discussion of Issues - Improving the process

Dear all,

At the end of the call last week, we briefly discussed accelerating the
rate at which we process the easy issues by trying to come to consensus via
the github issues during the week and then explaining the consensus on the
call.

To make that easier, we've set up a github project to track which issues
should be discussed in which venue:
    https://github.com/orgs/w3c/projects/4

The issues are ordered, so whenever you have time to engage with our work,
please start at the top left and work your way down and across.  The chairs
and editors will work to keep that project up to date, and it will thus
inform the agenda for the calls.

Thus for this week, if you could all take a look and put your opinions into
at least:

And be at least up to speed on these issues for discussion:
