#130: use pct-encoded in syntax, percent-encoded in text

 RFC 3986/3987 consistently use pct-encoded for the syntax rule, but
 percent-encoded (percent-encoding,...) in text. The current text uses pct-
 encoded/ing in text, too. This should be alligned back to RFC 3986/3987.
