Marc as co-chair has created a new deliverable for RFC 4395bis in the 
tracker.

I have split up ticket #7, which was a mixture of issues on both 
documents. The title ("Move updates to RFC 4395 into RFC4395bis") seemed 
to be a very generic ticket for 4395bis, but the text also included 
"changing references to RFC 4395 to the new registration document", 
which is for 3987bis.

The resulting issues are #31, #32, and #33.
