New issue IRI-and-forms-107

Here is another issue that I think we need to do something about
in an updated version of the IRI spec:

HTML form upload works (mainly) by using the character encoding
of the containing page. IRIs are transformed to UTF-8 before
being sent. Where exactly is the boundary between these two
behaviours?
