Localized Start Times for Lyon F2F Teleconference Access

Colleagues:

As promissed, here are some details about teleconference access to our Face to Face during TPAC in Lyon.

Note that we begin at 9:00 AM local time in Lyon, and proceed through the day
until approximately 6:00 PM local Lyon time. Europe will have returned to
standard time, though the U.S. will still be on daylight time. Meanwhile,
Australia transitioned to daylight time earlier in October.
