Character input and keyboard events

Scenario; the user supplies characters as input.

Is there a good rationale for abstracting character input from keyboard events
as defined in the DOM Level 3 Events working draft?

If this is on anybody's "wanted feature" list, then it can be added to the
wiki for now. I haven't looked into the issue in enough detail to form an
opinion.
