May I ask why this goes through Arun rather than through the WebApps WG or  
at least the chairs of the WebApps WG?

http://dev.w3.org/2006/waf/access-control/#origin-http-request-header  
where Origin is currently defined there is a note in what way it is  
different from Referer and why therefore it is likely that filters/proxies  
will apply a different policy to it. It seems there was some confusion  
about that from the minutes.)
