RE: mailng list notices, archives in the W3C and IETF

For 'uri@w3.org', there was some concern that IETF business
was being conducted on a (joint) list that didn't include
the IETF "Note Well" disclaimer.

I suggest that lists that are both W3C and IETF lists
(joint working groups, and, in this case, uri@w3.org)
that the W3C notice and IETF notice be combined.
