WS-I18N Requirements Updated...

Per the teleconference discussion, I have updated the Requirements (XML) editor's draft. Some major word surgery was actually done, since although the discussion was light, it had some interesting ripple effects.

The following changes were made:

1. R007 added.
2. References to Feature were turned into lowercase references. Specific references to the Feature and Properties features of SOAP and WSDL were introduced to make clear that we know they are there, but we aren't forced to choose a specific implementation now.
3. Listed everyone's name and affiliation in the acknowledgements section.
4. Broker R006 into two parts and removed the requirement-to-develop-requirements aspect from the text.

Please send your comments to the list as soon as possible. If there are no objections to the new wording and structure, I will call for a vote early next week on promoting the document!

Internationalization is an architecture.
It is not a feature.
