I noticed tonite that in
http://www.w3.org/International/ws/ws-i18n-scenarios-edit/#I-026

section 4.9.2, where we discuss examples for "multiple names" an error..

The example of business entities uses a NAME element and indicates that the
first element is the primary name, second is transliterated and so forth.
However, using the sequence of elements as a key characteristic is not a good
design for xml. (I am under the impression that processing may allow
reordering, provided the tree structure is maintained.)

It might be better if the example used an attribute for primary,
transliterated, etc.
