ITS XML Spec version

Hi all,

I started worked on the XML Spec section, see

TBD are:

(1) XML Schema version.
(2) To decide what to do about 
http://www.w3.org/International/its/techniques/its-techniques.html#xmlspec-its-relating
(3) To mention the xmlspec i18n DTD and that it also will be updated 
with ITS definitions.
