Test update

Hi everyone,

I did fixed my problems with both the extra xmlns attribute in output
and the empty termInfo vs. no termInfo. I've updated the files
(http://www.w3.org/International/its/tests/) and with Felix and
Sebastian other fixes it seems we are down to:

- Translate
All results match.

- Localization Note
2 test files have no dereferencing for Impl#1. But those files are fine
with Impl#2 and #3, so we should be ok now for the Localization Note
data category.

- Terminology
1 file has no dereferencing for Impl#1. But that file is fine with
Impl#2 and #3, so we should be ok now for the Terminology data category.

- Directionality
Only 2 implementations process this data category and we need matching
results.

- Ruby
We have only one example and no output results.

- Language Information
Only 2 implementations process this data category and we need matching
results.

- Element Within Text
All results match.
