ITS: global attributes without prefix

.. or not? Sorry, I am not sure what we decided at the last call.

Having the without prefix would reply to the comment from Jirka at
http://www.w3.org/2006/03/29-i18nits-minutes.html#action07 .

It would also be good for readers: they know if the talk about local
markup or global one:

"As for global rules, translatability is expressed with a documentRule
element with a translate attribute. The attribute has the values "yes"
or "no". In addition, a translateSelector attribute is required."

versus

In an instance document, translatability is expressed with an
its:translate  attribute with the values "yes" or "no" The selection is
the textual content of the element, including child elements, but
excluding attributes.

Any thoughts? I just wanted to make this sure, before I start changing
the draft ...
