The current public working draft "tries" to define one set of "data
category" attributes. This is then used for global rules as well as
locally in instance documents.

I would propose rather a design like at
http://lists.w3.org/Archives/Public/public-i18n-its/2006JanMar/0301.html
., which separates global and local usage.
