Sanskrit scholars vote for Collation order with क् at beginning, as क् =
क-(minus)अ sound.

So syllables with halant (्) U094D must came before the character without
it. As syllables with U094D has lower weight.

And कँ कं कः are vowel modifiers, are used normally after maatraa.

As written in the draft

"The order(left to right) as given below is pertinent to sorting by a
computer program and is compliant with CLDR as laid down by Unicode."

And given in the following collation chart.

How the Nukta (़) U093C kept at beginning? Any reason for this? Whereas
characters with Nukta have higher weight.
