Re: Language best practises updated

Some comments:
- In Technique 11, you say "The first BCP 47 was RFC 1766." This is wrong,
   RFC 1766 was standards track, not BCP.
- There are several instances where the text says, or at least suggests,
   that RFC3066bis tags cannot yet be used, because RFC3066bis has not
   yet been published as an RFC. This is wrong, RFC3066bis is already
   in force. The text should be carefully checked to not create such
   impressions.
- I don't mind publication now, but GEO should be aware of the fact
   that this and some related documents will need revising when
   RFC3066bis and the matching draft are published.
- You may want to change my affiliation in the Ack section.
