Resources updates in Lang Decl BP doc

This has to rate as one of the worst parts of writing these docs, but after a long slog, I think I've finished doing the references for 

http://www.w3.org/International/geo/html-tech/tech-lang.html

apart from one thing - I'm inclined to remove the [XXX] things at the beginning of references,eg. [CSS2.1]. I'm not clear what benefit they add, and it makes it harder to get to the real meat. Any thoughts?

Also, I added a line to the bottom of each resources box that points to the techniques index, for people to get up to date resource pointers after the document has been published and ignored for a while - this was a longstanding action on me.
