Updated FAQ

In preparation for its Spanish translation, I updated the FAQ Setting language preferences in a browser [http://www.w3.org/International/questions/qa-lang-priorities].

Changes include:
-	applied the most recent version of the article template

-	replaced outdated information about Firebird with information about Firefox

-	expanded the examples, particularly with the addition of the Spanish Office press release in several Iberian peninsular languages.	

-	added links to ISO language and country codes

-	updated Lynx info

Check out the nice example in the 'by the way' section of Iberian language negotiation.
