Hi Martin,

Thank you for  answer.
I didn't know that Markup would be allowed in title element. Indeed, we 
then could use Markup in stead of Ctrl Chars as it is recommanded.
But, as Richard said earlier, the problem will be the implementation. 
I'll wait and see if  (assuming <html dir="rtl">)
   <title><span dir="rtl"> right-to-left title </span></title>
will work better than
   <title dir="rtl"> right-to-left title </title>
