Discussion of Steve's submission
=========================
http://lists.w3.org/Archives/Public/public-i18n-geo/2003Feb/0002.html

We should add a technique saying 'use utf-8 or another Unicode encoding'
before the two that Steve proposes.
ACTION: RI to discuss comments on Steve's proposal for 3.1 off-line

Question still needing further discussion:
-	should we represent best practise, current practise, or
religious belief?

ACTION: RI, set up an area on the W3C site for people to post proposals,
and give people access.
ACTION: Tex, include links to submissions on his glossary page in the
meantime to gather things together in one place.
ACTION: All, send in preferred user names to RI for use in accessing W3C
site.

Discussed alternatives for the term 'rule' for the pithy directive
statement part of a technique. WAI will call this 'the technique'
within a technique.
ACTION: All, send in any ideas for a better name than 'rule'.
