Gap Analysis Aligned Layout Survey Added

Greetings ELReqers and Happy New Year!

A new version of the stakeholder survey document has been created that is
aligned with the Ethiopic Layout Gap Analysis topics found here:

   https://w3c.github.io/elreq/gap-analysis/

The refactored survey is honed to focused on the high-priority issues and
is reduced significantly in size, thus making it easier for stakeholders to
respond to.  All original survey questions that did not align with a "Gap"
topic now reside in a 2nd survey document that is planned as a future
follow up to the 1st survey.  The follow up survey of course may grow as we
become aware of additional issues and receive feedback from the first
survey.  Both surveys are available in GitHub here:

Click a document link and then the "Download" button that appears.

The first survey is poised for translation into Amharic.  Please return any
feedback within the next two weeks before we must freeze the work for the
translation effort.
