Download Link Correction

While reviewing the archives I noticed that I pasted in the incorrect
download link for the draft requirements resources.  These are the correct
links:

Download:  https://github.com/w3c/elreq
View:  http://w3c.github.io/elreq/
Git Clone URL: https://github.com/w3c/elreq.git

The "Download" link is the homepage of the github repository where
individual files may be browsed along with previous versions.  A "Download
Zip" link appears there which will package the current contents of the
repository into a zip file -considered an alternative when not working with
a git client.

The "View" link in turn presents the realtime contents of the github
repository in the context of a website.
