New Thai requirements document

It might be useful to begin creating or redoing draft requirements 
documents for the language enablement work.  This can be done relatively 
quickly by taking information from the documents at 
https://r12a.github.io/scripts/

As an example, i redrafted the Thai page. See the proposed new draft at
https://w3c.github.io/sealreq/thai/new.html

The old version is still currently at
https://w3c.github.io/sealreq/thai/index.html

Do we think this is a good idea?  If so, i'll start working on creating 
new documents.
