I seem to remember that in an earlier discussion, I said that I wouldn't 
get around to work on this very soon, and it would be good to proceed 
with adding a note to the document.

Checking https://www.w3.org/TR/unicode-xml/, that indeed seems to be 
what happened in March 2016.

Given that, I wonder what kind of changes you are thinking about this 
time around.
