[i18n-activity] Use webfonts for Kanji and Serbian characters

>  This section uses Serbian and Kanji characters which could be 
misrepresented or unavailable in the PDF version or printed version of
 this specification. 

If you use webfonts you should be able to embed these glyphs but also 
make sure that the spec is readable online.  You could also save as 
outlines when converting to PDF.
